Admission of Tax Error on £800k Hove Residence by Angela Rayner; She Stands Firm, Declining to Resign
In a recent development, Deputy Prime Minister Angela Rayner finds herself embroiled in a controversy over an unpaid stamp duty on her second home. The error, estimated at around £40,000, stems from a complex trust arrangement established in 2020 to provide for her son, who has lifelong disabilities.
Rayner has always been committed to upholding the rules and has stated that she initially thought she had done everything properly, relying on the advice she received. However, subsequent expert counsel concluded that Rayner should have paid the additional rate due to the nature of the trust.
The trust, set up by a court as part of an award following an injury, manages a property that had been adapted for Rayner's son's needs. The confidential nature of Rayner's divorce and family arrangements, protected by a court order until recently lifted, prevented her from giving a full account earlier.
When Rayner divorced in 2023, the trust assumed ownership of the family home so both parents could continue to use it while caring for their children. Rayner withdrew her remaining equity from the property to buy the Hove home with a mortgage.
Upon realising the mistake, Rayner alerted HMRC and referred herself to HMRC and the independent adviser on the ministerial code. She has also admitted that she briefly considered stepping down due to the stamp duty issue.
Rayner has maintained that she was not trying to avoid tax and has referred to the episode as "devastating". Her political future will hinge on whether voters and colleagues accept her explanation that the mistake was one of legal misinterpretation rather than intent.
The trustee of the trust concerning Angela Rayner has not been publicly disclosed. Rayner's position will be examined by the independent adviser on ministerial standards. HMRC has been contacted to ensure the additional tax owed is paid.
Meanwhile, Rayner will need to weather the fallout as Prime Minister Rishi Sunak prepares his November budget and the Labour party faces mounting pressure on economic credibility. This controversy comes at a critical time for Rayner, who has been a key figure in the Labour party's resurgence under Keir Starmer's leadership.
As the situation unfolds, Rayner remains focused on her duties as Deputy Prime Minister, continuing to advocate for her policies and the needs of the British people.
