The Heartland Visa program aims to capitalise on this resource by focusing on smaller and mid-sized communities in the U.S. Midwest and Great Plains. To be eligible, participating communities must demonstrate strong local support, capacity for economic integration of immigrants, and a commitment to providing services and infrastructure needed for new residents.
The benefits of such a program are manifold. For one, it could help these economically disadvantaged regions by allowing them to gain new, talented workers. This influx of highly educated and trained professionals could boost innovation, well-being, and entrepreneurship in these areas.
Taiwan, for instance, has seen significant success in the semiconductor business. Many of the founders of Taiwanese companies gained extensive experience from their time working with American chip manufacturers. The Heartland Visa program could potentially replicate this success story in the United States.
The Heartland Visa holders would be required to reside in a participating region for a fixed time period while working from a firm based anywhere. They would have the opportunity to become permanent residents without labor market tests if they satisfy a high-wage threshold during the visa term.
