Anticipated Electrical Energy Production for the Year 2025

In a significant stride towards sustainable energy, the Ministry of Finance has announced the implementation of balancing group management for the electricity supply of state buildings from 2026 to 2028. This innovative measure is a part of the ministry's initiative for Climate Protection for a Livable Future.

The tendered certified green electricity, entirely sourced from renewable resources such as hydropower, wind power, and photovoltaics, will commence delivery on January 1, 2026. The tender for central electricity procurement covered approximately 448 gigawatt hours of electricity annually for around 3,900 delivery points.

Balancing group management, a measure from the "Energy and Climate Protection Concept for State Properties 2030", aims to increase the efficiency of the self-consumption of state-owned photovoltaic systems. Excess electricity from these systems can now be offset against electricity consumption elsewhere within the balancing group management system.

The balancing management for the electric tenders in 2026–2028 will be conducted by transmission system operators (TSOs) or designated balancing service providers. This novelty integrates new market mechanisms and electric tender management to better balance supply and demand in the evolving energy landscape, ensuring grid stability.

For the first time, a balancing group management is being used for several tender lots. Transparent price surcharges for green electricity and balancing group management are offered by the bidders. The specific prices for the delivery years are determined through an exchange-coupled price formation in fixed time periods, with energy prices continuing to be oriented towards the futures market of the EEX electricity exchange.

All generation facilities are no older than 20 years, double marketing is excluded, and all deliveries are documented with origin certificates. This corresponds to the annual consumption of around 130,000 private households. The Ministry of Finance is responsible for the implementation of balancing group management, while the Ministry of Finance coordinates the tender and organizes central procurement for large parts of the state administration.

Notably, Baden-Württemberg achieved the most affordable electricity price for the delivery year 2025 in nationwide electricity auctions, underscoring the potential cost-effectiveness of this initiative. The balancing group, a virtual energy account that reconciles generation and consumption in a billing system, promises to be a game-changer in the realm of renewable energy management.
