Body camera footage, provided by APD, reveals the events surrounding an in-custody death on August 15.

In the aftermath of the in-custody death of Allan Tucker II on August 15, several investigations have been launched to examine the events leading up to his death.

The Alexandria Police Department (APD) has released body worn camera footage from one of the officers involved in the incident. The footage shows the officer who first approached Tucker in the hallway of the apartment building trying to calm him down.

Tucker was arrested for public intoxication after screaming and banging on the doors of neighboring apartments. He refused to go back into his home and was eventually handcuffed and transported to the Alexandria jail.

During the 10-12 minute ride, Tucker repeatedly asked to be taken to Alexandria Hospital. However, upon arriving in the sally port at the Alexandria Jail, Tucker's disorderly behavior continued, escalating at times, and he kicked the inside of the cruiser door.

After finding Tucker unresponsive in the back seat of the cruiser, officers called for medical support and administered NARCAN to him, believing his medical condition could be related to an overdose. Despite these efforts, Tucker could not be revived.

The Northern Virginia Critical Incident Response Team (CIRT), APD's Office of Professional Responsibility, the city's Office of the Independent Police Auditor, and the Alexandria Sheriff's Office are all conducting investigations into the incident. The Sheriff's Office has initiated its own internal review, which will carefully examine the actions of its staff during and in relation to the events leading to Tucker's death.

The wait time experienced by the APD officers is being assessed as part of the Sheriff's Office's internal review. Meanwhile, the Office of the Independent Police Auditor is conducting an independent investigation, reviewing officer history, police reports, and applicable policies, and preparing training and materials to support the forthcoming independent review.

The Office of the Medical Examiner will determine the official cause of Tucker's death. Sheriff Sean Casey and Police Chief Tarrick McGuire have extended their condolences to Tucker's loved ones. The Alexandria Sheriff's Office has cooperated with the CIRT investigation into Tucker's death.

A GoFundMe launched by Tucker's family for legal costs has so far raised more than $4,000. The Independent Community Policing Review Board will hold a public hearing on the Auditor's investigation during a fall meeting, and residents will have the opportunity to provide public comment on the in-custody death investigation.

In a statement, Chief McGuire confirmed that there was no use of force by officers, and that two of the officers directly involved have been taken off the street and placed on administrative duties. The search results do not provide information about which authority conducts the independent investigation into the death of Allan Tucker II.
