Bureaucratic shakeup in Odisha appoints Arvind Agrawal IAS as the new Secretary for Higher Education.

In a significant bureaucratic reshuffle in Odisha, several IAS officers have been assigned new roles, including Bishnupada Sethi and Aravind Agrawal.

Previously, Bishnupada Sethi (1995 batch IAS) was working in the department of Social Welfare, Women and Child Development, with additional charge of Managing Director, Mahila Vikash Samabaya Nigama. He also held the additional charge of Odisha Hydro Power Corporation Ltd Chairman. However, following the reshuffle, Bishnupada Sethi has been transferred from the Higher Education department in Odisha and appointed as Officer on Special Duty in the department of General Administration and Public Grievance. His duties no longer include his previous additional charge as Odisha Hydro Power Corporation Ltd Chairman.

Vishal Kumar Dev (1996 batch IAS), who was previously the Secretary Higher Education in Odisha, has been appointed as the Chairman of Odisha Hydro Power Corporation Ltd. This appointment is in place of Bishnupada Sethi's additional charge.

Aravind Agrawal (2007 batch IAS) has been posted as Secretary Higher Education in Odisha. Prior to his transfer, he was working as the Director of Social Welfare, Women and Child Development department with additional charge of Managing Director, Mahila Vikash Samabaya Nigama. His new role does not include his previous additional charge of Managing Director, Mahila Vikash Samabaya Nigama. Arvind Agrawal will also hold the additional charge of Director, Rural Development.

Notably, the available search results do not provide information about the new head of the Department of General Administration and Public Complaints in Odisha after Bishnupada Sethi's departure.

The administrative reshuffle in Odisha has also resulted in the appointment of Aravind Agrawal (2007 batch IAS) as Commissioner-cum-Secretary to the Higher Education department in Odisha.

Meanwhile, Rohit Pujari, Higher Education Minister, was previously removed from the state Cabinet.

It's worth mentioning that the administrative reshuffle in Rajasthan has assigned key positions to 16 IAS officers in the State Govt. However, the details of these changes are not covered in this report.

This reshuffle marks a new phase for the administration in Odisha, with key positions in the Higher Education and Social Welfare departments being filled by new officers. The changes are expected to bring fresh perspectives and strategies to these crucial departments.
