Windsor Casino Goes Long with Caesars for the Next Two Decades* withdrawal of Bally's and Mohegan's bids Caesars's decade-long run continues
Breaking news: Caesars Entertainment Inc. bagged the 20-year contract to operate the Windsor casino, culminating a bidding war that began in 2023.
A Sizzling Contest
According to confidential sources, the dessert plate consisted of Caesars, Bally's, and Mohegan. After a fierce competition, Caesars was the one with the sweet tooth that savored the Windsor gaming scene for another two decades.
OLG, managing casinos in Ontario, launched a Request for Pre-Qualification (RFPQ) in 2023, embarking on their quest for the Windsor casino's operator.
Ever since its inception in 1994, Caesars and its partners have been running the Windsor casino, formerly known as Caesars Windsor. The partnership continues to remain strong, with OLG directing the casino's day-to-day operations while committing to upholding OLG standards.
Revenue Sharing
A significant portion of the casino's revenue is contributed to the local municipality, with payments based on a scale that gradually decreases as revenue escalates. For the first CAD $65 million of slot machine revenue, the city receives a substantial 5.25 per cent, while 4.0 per cent from both table game revenue and sportsbook revenue are also chipped in (if applicable).
To date, the City of Windsor has received approximately CAD $131 million from OLG [6].
Seven More Months, and Counting
The contract between OLG and Caesars was extended last July for an additional seven months, running until March 2026. Now, they announce the 20-year agreement that starts early next year.
"We're stoked to be the service provider for the Windsor Casino," exclaimed Tom Reeg, CEO of Caesars Entertainment. "We've had a long stint here and can't wait to continue dazzling our guests with unique experiences at the property" [1].
Securing Employment
As part of the deal, Caesars is obligated to retain current casino staff for a minimum of 18 months [4].
