Mozambique Sets Ambitious Casino Tax Revenue Target for 2025

The Mozambican government has set an ambitious target to collect 500 million meticais ($7.8 million) in taxes from casinos in 2025, representing a 29% increase compared to the previous year.

According to the Economic and Social Plan and State Budget 2025, approved by parliament in May, the Ministry of Finance has been tasked with achieving this goal. The data provided so far is for the first half of 2025.

In the first six months of this year, the revenue from casinos was 175.2 million meticais ($2.7 million), a 22.5% decrease compared to the same period in the previous year. The Special Tax on Gambling, a tax imposed on commercial casinos in Mozambique, accounted for 26.3% of the expected revenue for the year.

However, the exact number of commercial casinos in Mozambique for both 2024 and 2025 remains undisclosed. Similarly, the revenue collected in the second half of 2024 and the total expected revenue for 2025 are also not specified.

The revenue collected from the Special Tax on Gambling in the first half of 2025 represents 0.1% of total state revenue over the six months. No specific information about the reasons for the 22.5% decrease in tax revenue compared to the same period last year or the increase in the 2025 tax revenue target compared to the previous year is available.

The proposed 2025 tax revenue from casinos exceeds last year's revenue by 29%. The revenue collected from commercial casinos in the first half of 2025 is reported by the Ministry of Finance's budget execution data from January to June.

Despite the decrease in the first half of 2025, the government remains optimistic about meeting its target for the full year. The exact reasons for the decrease and the strategies to recover the lost revenue are not yet clear.

This ambitious target underscores the growing importance of the gambling industry in Mozambique's economy, and the government's efforts to maximise its revenue from this sector.
