In the city of Wuppertal, the Christian Democratic Union (CDU) has taken a proactive stance in addressing a significant rise in crack users, calling for concrete measures to be implemented by the incoming city council.

Since 2021, there has been a sharp increase in the number of crack users, leading to severe consequences such as destitution, homelessness, neglect, and an increase in health emergencies in public spaces. The CDU, however, is not just focusing on security and order, but also on protecting the most vulnerable people.

The party has suggested the development of prevention and exit programs, as well as the expansion of social and psychological support. They urge the need for close collaboration with medical and addiction specialists to effectively tackle the issue.

The CDU also advocates for a city center-based office for joint police and local authority actions. The purpose of this office is to calm the situation in public spaces and enable swift interventions. They propose evaluating best practice models like the Zurich model, which combines help, control, and healthcare.

The CDU has called for an adaptation and expansion of drug aid services to specifically support crack users. Organisations like the Diakonie Wuppertal, the largest welfare association, the German Red Cross (DRK), and the DEFUS network are already actively providing consultations, care, and support for drug-addicted and homeless individuals.

In addition, the CDU demands the establishment of a factual discussion about the location of Café Cosa, a well-known spot associated with drug use, to not be a taboo topic. After the local election, the CDU urges the incoming city council to prioritize the issue of Café Cosa.

Furthermore, the CDU emphasizes the need for support from federal and state funds to effectively tackle the issue. They believe that a realistic and humane approach to addressing the crack user issue, as demonstrated by the Zurich model, should be the guiding principle in their proposed measures.

The CDU's stance underscores their commitment to addressing the complex issue of drug addiction in Wuppertal, with a focus on prevention, support, and effective intervention strategies.
