In a significant move towards global governance, the United Nations (UN) Chief, António Guterres, has called for an urgent reform of the international governance structure. This call was echoed during the 2025 Shanghai Cooperation Organization (SCO) Summit, where Guterres met with Chinese President Xi Jinping.

Xi Jinping, in his address, expressed support for the UN's central role in international affairs and pledged deeper cooperation and support for the UN's global role. The Chinese President also reaffirmed his commitment to safeguarding peace, development, and prosperity, and called for restoring the UN's authority and vitality.

Guterres, in response, hailed China as a cornerstone in defending multilateralism. He noted that multilateralism and the UN's authority face growing challenges, and stressed the timeliness of reviving the UN's original values set out 80 years ago.

The SCO Summit, attended by member states including China, Russia, India, Pakistan, Iran, Belarus, and others, provided a platform for Guterres and Xi Jinping to discuss closer cooperation. Xi Jinping emphasized the importance of multilateralism, solidarity, and cooperation in facing global challenges, and the Trans-Caspian route of the Belt and Road was highlighted for potential expansion in cooperation.

Notably, Russian President Vladimir Putin traveled to Tianjin for the SCO Summit 2025, underscoring the growing closeness between Moscow and Beijing. In addition, Azerbaijani President Ilham Aliyev held talks with Xi Jinping, reaffirming their comprehensive strategic partnership.

Senior Chinese officials Cai Qi, Wang Yi, and Chen Min'er were present at the meeting, and Xi Jinping stated that China stands ready to strengthen cooperation with the United Nations. The UN Chief, in turn, expressed his desire for the UN to play a stronger role in global affairs and aimed to strengthen the voice of developing countries.

This renewed commitment to multilateralism and the UN's role in global affairs comes at a time when the world is grappling with numerous challenges, from climate change to geopolitical tensions. The cooperation between the UN and China, as well as other key players, could potentially pave the way for a more united and effective response to these challenges.
