Pforzheim Introduces Decision Matrix for 2019/20 Budget Evaluation
City Proposes a Decision Chart for Financial Administration Control
The city of Pforzheim has announced the introduction of a decision matrix as an evaluation system for the upcoming 2019/20 double budget. This innovative tool is set to prioritise measures and projects, aiming to ensure a well-rounded and effective allocation of resources.
The decision matrix is based on the already approved strategic goal system, which consists of four main goals: "Attractive City Center", "Attractive Residential Location", "Attractive Business Location", and "Successful Education and Care". The strategic goal system also includes the topic of "Integration".
Each main goal has 16 strategic sub-goals, and each investment can be evaluated with a point system for each strategic sub-goal. The points can be weighted according to the main goals, with "Education and Care" weighted at 27 percent, "Attractive Residential Location" at 24 percent, "Attractive Business Location" at 22 percent, "Integration" at 14 percent, and "Attractive City Center" at 12 percent.
The evaluation of a budget item is initially done by the respective specialist department. The results are then reviewed by the evaluation committee, which consists of representatives from the finance department, the personnel and organisational department (POA), and the divisions. The committee makes a recommendation to the mayor's office, which conducts the final administrative evaluation.
The decision matrix was initially used for investments, and it has been discussed and improved in two workshop sessions with the city council. The weighting of the main goals, the supplementary goal "Integration", and all sub-goals was done by each individual faction and group, as well as the mayor's office.
Mayor Peter Boch presented the concept with the heads of the finance department and the personnel and organisational department. According to Boch, the tool reflects the convictions of all forces represented in the city council. The city council is set to approve the decision matrix on July 24th.
Measures and projects can be prioritized in advance of the budget preparation for a double budget based on the decision matrix. The decision matrix is intended to result in a prioritized list of investments that can be included in the budget draft.
