National Assembly Standing Committee to Convene 49th Session

The National Assembly Standing Committee (NASC) will gather for its 49th session from September 5 to September 27. The session will be divided into three phases, with the first phase taking place on September 5, followed by a half-day session on September 12. A backup session has been scheduled for September 27 afternoon in case of unforeseen circumstances.

During the session, the committee will assess a variety of reports and consider numerous bills. The end-of-term reports (2021-2026) from the State President and the Government, the proposed 2026 audit plan, and the State Audit Office's 2025 work report and term-end summary will all be under review.

In addition, the committee will consider several bills, including the draft revised Law on Deposit Insurance, the draft Law on amendments and supplements to several articles of the Law on Treaties, the draft Law on Cyber Security, and the draft Law on amendments and supplements to several articles of ten laws related to security and order. Other proposed laws to be revised include the draft amended Law on Protection of State Secrets, the draft revised Law on Planning, the draft revised Law on Public Employees, and the draft revised Law on Judicial Expertise.

The NASC will also debate proposals to revise the State Audit of Vietnam's (SAV) financial management and special income mechanism. Furthermore, the committee will review the draft Law on amendments and supplements to several articles of the Law on Judicial Records, the draft revised Law on Civil Aviation of Vietnam, the draft amended Law on Bankruptcy, the draft Law on E-Commerce, and the draft revised Law on Thrift Practice and Anti-Wastefulness.

The session will also focus on the implementation of National Assembly resolutions concerning thematic supervision, questioning, and environmental protection laws since the 2020 Law on Environmental Protection took effect. Reports on the enforcement of the National Assembly's Constitution, laws, and resolutions, as well as ordinances and resolutions of the National Assembly Standing Committee, will also be reviewed.

The committee will give a second round of feedback on preparations for the 15th NA's 10th session. A draft joint resolution from the National Assembly Standing Committee, the Government, and the Presidium of the Vietnam Fatherland Front Central Committee will be considered, which guides candidate consultations and nominations for the 16th National Assembly and the 2026-2031 People's Councils.

Lawmakers will consider a resolution shaping voters' conferences and nominations for commune-level People's Councils in villages and residential groups. The committee will also discuss the reallocation of the 2025 central budget for the Ministry of Construction and targeted supplements for People's Committees of provinces and centrally-run cities.

Amendments to a joint resolution detailing procedures for National Assembly and People's Council deputies to engage with voters will also be considered. The final stretch of the session runs from September 22-23 and September 25-27.

NA Chairman Trần Thanh Mẫn will open the session and rotate in chairing discussions with National Assembly vice chairpersons. Feedback will be provided on the Government's reports on anti-corruption and prevention of crime and violation, as well as enforcement of judgments in 2025. The session will also consider agreements on candidate nominations for supplementary elections, a resolution on the legislative agenda 2026, and another on regulations governing the operations of jury panels.
