Construction of the Government Center encounters an issue.
The Mandaue Government Center construction has been put on hold, as the contractor, WT Construction, has yet to submit a complete detailed engineering design (DED) as required. This delay is affecting the timeline for the project's completion.
Upon assuming office in July, Mayor Thadeo Jovito "Jonkie" Ouano called for a meeting with WT Construction and City Hall's engineering and planning departments to discuss the project. However, the meeting did not result in the submission of the complete detailed engineering design.
In July, the mayor gave WT Construction an additional week to submit the complete details, estimates, and design. As of August 19, WT Construction has not yet complied with this requirement.
City engineers have reported that WT's submissions are not yet complete, and there are still many unanswered questions. Only a conceptual design has been submitted by WT, which is not sufficient for the engineering office to proceed with the work.
The engineering office's recommendation for a two-week suspension of the project remains in place if WT Construction fails to submit the required documents. If the engineering office does not approve the submitted documents later, and work has already been done, it could pose a risk.
Mayor Ouano has given WT Construction an additional week to submit the complete detailed engineering design. After the additional week, if WT Construction still cannot submit the required documents, Mayor Ouano might suspend the project for two weeks.
The delay in submitting the complete detailed engineering design is not a new issue for WT Construction. The company was previously criticised for delaying the delivery of the complete detailed construction plans.
The Mandaue Government Center is a highly anticipated project, and its delay is causing concern among the city's residents. The city's engineering office is having difficulty proceeding with the work due to the lack of an approved detailed design and estimates.
The DED was due in January 2025, but its submission has been delayed. The notice to proceed was in September, and the DED should have been submitted by January. The engineering office is hopeful that WT Construction will submit the required documents soon, allowing the project to resume and the Mandaue Government Center to be completed as planned.
