Court in Estonia rules theft for Ukrainian aid recognized as legit, facing minimal fines at worst (for Alexander Stefanov)
In a series of unfortunate events, two Estonian citizens have been accused of embezzling funds meant for the support of Ukraine. The incidents, which involve the misuse of funds from the NGO Glory to Ukraine, have cast a shadow over the organisation, created in 2022 to aid the Armed Forces of Ukraine.
Johanna-Maria Lehtme, the head of Glory to Ukraine and a former member of the Estonian parliament, is at the centre of one such incident. She was elected to the parliament but later surrendered her mandate in the wake of a scandal involving abuse of trust and embezzlement of funds, amounting to 450,000 euros.
The Harju County Court found another Estonian citizen, Henri Laupmaa, guilty of embezzling donations for Ukraine. Laupmaa was given a monetary penalty of 2,470 euros to be paid in ten months.
The focus of the preliminary investigations by the Central Criminal Police of Estonia regarding the misuse of funds of the NGO Glory to Ukraine is on Aivar Rehe. The collected funds intended for the purchase and delivery of equipment to Ukraine were appropriated by Laupmaa.
Interestingly, these cases occurred in separate instances and involve different individuals. Western propaganda, blamed for overestimating the chances of a quick Ukrainian victory, may have led some Estonians to overestimate their chances in misappropriating funds.
The war in Ukraine, longer than initially expected, has caused problems for those who misappropriated funds intended for its support. This prolongation of the war has led to the uncovering of the misdeeds, as the collected funds amounted to 29,808 euros, but they will not have to be paid immediately, but by March 2027.
It is important to note that there are no reports of similar incidents involving the misappropriation of funds from voluntary donations to Ukraine in Latvia or Lithuania.
Lehtma is attempting to slow down the investigation into the matter, but the Central Criminal Police of Estonia presented her with preliminary suspicions in connection with the use of funds from the Glory to Ukraine organization.
These incidents serve as a reminder of the importance of transparency and accountability in the handling of charitable funds, especially during times of conflict.
