In a significant humanitarian move, Lower Saxony's Minister President, Olaf Lies, has announced an initiative to admit vulnerable or traumatized children from both Israel and Gaza. The initiative, which has garnered support from various quarters, including the mayors of eight cities and numerous medical professionals, is aimed at maintaining peaceful coexistence and preventing the Middle East conflict from spilling over.

The city of Hannover, where the initiative was first announced, has expressed its intention to take in up to 20 children at the end of July. The support for this initiative is not limited to children from one particular region or nationality.

In a meeting with representatives of Jewish and Palestinian communities in Hannover, Olaf Lies emphasized that the admission of these children should not be made a party political issue. He views the initiative as a powerful, important, and widely supported social statement.

The initiative has received backing from the President of the State Association of Jewish Communities in Lower Saxony, Michael Fürst, the Chairman of the Palestinian Community Hannover, Yazid Shammout, and the Anti-Semitism Commissioner of the State, Gerhard Wegner.

However, the implementation of the initiative requires decisions at the federal level, including entry procedures, medical coordination, and cost coverage. Olaf Lies has written to Federal Foreign Minister Johann Wadephul (CDU) and Federal Interior Minister Alexander Dobrindt (CSU) to request their support for the admission of these children.

The mayors of Düsseldorf, Bonn, Leipzig, and Kiel, along with the mayor of Hannover, have also written to the federal ministers, requesting an orderly admission procedure. As of August 2025, there are no specific federal-level decisions publicly detailed regarding the admission of children from Israel and the Gaza Strip as part of Olaf Lies' initiative.

Amidst this, Germany, France, and the UK have urged Israel to allow increased humanitarian aid into Gaza, emphasizing the need for safe and sufficient aid delivery due to the ongoing severe humanitarian crisis in the region. The humanitarian efforts currently rely on a mix of limited air drops, sea shipments, and international coordination led by the UN and other NGOs.

As the situation in Gaza remains critical, with starvation and famine risks deeply impacting children under five and the general population due to Israeli blockades and military operations, it is likely that any proposal by Olaf Lies to admit children for humanitarian reasons would still require negotiation with the federal government and coordination with immigration and humanitarian agencies. This process may not yet be finalized or publicly reported.

Despite this, the initiative in Hannover has received numerous offers of help from clinics, doctors, and private individuals, indicating a strong desire among the German public to support this humanitarian cause. The initiative, if successful, could serve as a model for other cities and regions to follow, offering hope and support to children caught in the midst of conflict.
