Defense Act Amendment Includes Anti-Gambling-Tax Bill Proposed by Congresswoman Titus

Representative Dina Titus, a Democrat from Nevada, has been advocating for the FAIR Bet Act, a bill aimed at countering proposed federal tax law changes that are opposed by gamblers. The FAIR Bet Act, if passed, would restore the provision that allows professional gamblers to deduct 100% of their losses from their taxes.

Titus' bill has garnered significant support from both sides of the aisle. Nevada's entire House delegation, including Republicans like Mark Amodei and Democrats such as Susie Lee, have endorsed the FAIR Bet Act. Bipartisan members of Congress, including House Ways and Means Committee Chairman Jason Smith, have also expressed agreement and willingness to support the repeal of the 90% gambling loss deduction cap in the future.

Senate Democrat Catherine Cortez Masto has introduced a companion bill in the Senate, further demonstrating the bipartisan support for the FAIR Bet Act. Republican co-sponsors of the bill include Troy Nehls from Texas, Guy Reschenthaler from Pennsylvania, and Jefferson Van Drew from New Jersey.

In an effort to push the bill forward, Titus has urged Republicans to back her amendment before the House Rules Committee in September. If the House Rules Committee approves the amendment next month, Titus' bill is likely to make it onto the defense bill, the 2026 National Defense Authorization Act (NDAA).

The NDAA is a large piece of legislation that politicians often use to get their own laws passed. If US Rep. Dina Titus's FAIR Bet Act is included in the 2026 NDAA, it could have significant implications for federal tax laws regarding gambling.

The FAIR Bet Act is not just a local issue for Nevada; it has national implications for professional gamblers across the United States. The bill's progress will be closely watched as it moves through the House and Senate.
