Departure of Deputy Prime Minister sparks speculation about widespread ministerial changes, with Angela Rayner at the forefront

The independent adviser on ministerial standards has ruled that Rayner broke the ministerial code due to her failure to heed a warning within legal advice. In her resignation letter, Rayner apologised to Keir Starmer for not seeking additional tax advice.
Starmer stated that the moves mark the start of "phase two" of his government, with a focus on "delivery, delivery, delivery." Shabana Mahmood is expected to take over Yvette Cooper's role at the Home Office following the reshuffle.
The reshuffle also comes as Starmer prepares for an autumn budget that is expected to include further tax rises.
