Disruption of cleanliness and order on the local railway system
In a bid to enhance the quality of rail-bound passenger transport, the state of Baden-Württemberg has unveiled an "Action Plan Quality in Rail Passenger Transport." The announcement was made by Transport Minister Winfried Hermann on 25 September 2023 in Stuttgart.
The ambitious expansion of services and cheap tickets have shown the limits of the current rail system, with time buffers shrinking and failure rate increasing. To tackle these challenges, the state is supporting companies in attracting specialist staff and forming an alliance with the industry.
The action plan aims to make trains run punctually and reliably, be clean and attractive, and reduce delays and missed connections. Each region or traffic contract will be cared for by a Quality Manager who closely monitors quality and addresses weaknesses.
Honorary Quality Scouts will be present on board to identify and report structural quality defects. A professional "Quality Advocate" for passengers will be attached to the Baden-Württemberg Public Transport Company (NVBW) starting from October, with Matthias Lieb, an acknowledged expert, securing the role.
The "Quality Advocate" primarily looks out for the interests of SPNV passengers and advocates for better communication. Higher penalties will be imposed on companies causing delays and unreliability, while penalties for externally caused quality problems will be lower. The state is also revising traffic contracts with railway companies to reweight penalties for not fulfilling agreed performances.
The action plan is intended to avoid frustration due to delays and improve the overall quality of rail-bound passenger transport. Minister Hermann emphasized the need for trains to run reliably to retain passengers gained with the Germany ticket. The state, acting as the responsible authority for rail passenger transport (SPNV), is taking concrete measures to ensure improvements.
For public inquiries, the Ministry of Transport has a Press Office and a Citizen Liaison Officer. However, the person appointed as a professional "Quality Advocate" for passengers alongside the state-owned Baden-Württemberg transport companies from October 2023, was not identified in the provided search results at the time of writing.
Rail passenger transport faces major challenges such as outdated infrastructure, disruptions, construction sites, and lack of personnel. The action plan includes a variety of measures to enhance the quality of rail passenger transport and ensure a better travel experience for passengers.
