In a recent turn of events, Ilyas Kar, a man convicted for a fatal DUI accident in December 2018, was spotted strolling in Almaty during his authorized vacation.
According to official reports, Kar's presence in Almaty was granted in accordance with the law, and his vacation did not involve any violations. During his time off, he was under the supervision of internal affairs officers to ensure compliance with the law.
The accident that led to Kar's conviction occurred on December 29, 2018, when his Mercedes Gelandewagen collided with a Mitsubishi Galant at the intersection of Abay and Seyfullin. The tragic incident resulted in the death of four people: Bakytnur Kanapiya, Sholpan Gabdulmulina (Elgezekova), Dinaara Khamitova, and an unspecified fourth passenger. Another passenger, Aizada Satybaldieva, was hospitalized in critical condition.
Kar was convicted under Article 345, Part 4 of the Criminal Code for violation of traffic rules resulting in the death of two or more persons by negligence. He was sentenced to 10 years in prison with a 7-year driving ban for the first offense, and 2 years in prison for the second offense. The court also confiscated Kar's property worth 14.3 million tenge.
It is important to note that Kar was under the influence of alcohol at the time of the accident, as stated in the indictment. He was also convicted under Article 347 for leaving the scene of a traffic accident.
Recent reports suggest that Kar was seen in Esentai Mall in Almaty, not Taraz as previously stated. However, there is no information available specifying the exact time and place where the convict Ilyas Kar was observed outside the prison institute during his holiday time.
In a court hearing, Ilyas Kar told the court he has cancer, a fact that sheds light on his current situation. As of now, Kar is serving his sentence in a colony-settlement and is back in the institution following his vacation.
