Election authority restores CHP district congresses in Istanbul regions

Turkey's top electoral body has reversed decisions that terminated the district congresses of the main opposition Republican People's Party (CHP) in Istanbul, therefore, enabling the party's internal elections to move forward as initially planned.

The Supreme Election Council (YSK) of Turkey has made a significant decision that clears the way for the main opposition Republican People's Party (CHP) to proceed with its regular congress calendar as planned. The YSK's decision on September 5 annulled rulings by district election boards in several districts of Istanbul, including Sarıyer, Tuzla, Bakırköy, Başakşehir, and Ataşehir.

This development comes after the CHP's Istanbul congress on October 8, 2023, was alleged to have involved voting fraud, leading to the removal of provincial chair Özgür Çelik and his administration. As a result, an Istanbul court suspended the party's provincial leadership and ordered that "election activities in Istanbul and its districts" leading to the party's 39th ordinary convention be suspended on Sept. 2.

In response to the alleged voting fraud, a temporary committee was appointed to manage the CHP's Istanbul branch. The committee, consisting of Gürsel Tekin, Zeki Şen, Hasan Babacan, Müjdat Gürbüz, and Erkan Narsap, was tasked with overseeing the party's operations in Istanbul. Tekin, a former lawmaker, was designated as the provincial head of the committee.

However, it's important to note that Özgür Özel, the CHP leader, announced expulsion proceedings against Tekin in response to the appointment. Özel was elected CHP leader about a month after the contested Istanbul vote at the party's 38th ordinary convention.

Meanwhile, Hasan Babacan, a member of the temporary committee, declined his role. Babacan's decision not to accept his position on the committee may indicate a desire to maintain party unity amidst the ongoing disputes.

The CHP's 39th ordinary convention is a significant event in the party's schedule. The annulment of these rulings by the YSK allows the CHP's internal elections to proceed as scheduled. The decision to overturn the cancellations of the district congresses is a positive step towards ensuring the democratic process within the party.

The YSK, as the highest election authority in Turkey, plays a crucial role in maintaining the integrity of the electoral process. This decision underscores the council's commitment to upholding democratic principles and ensuring the smooth functioning of political parties in Turkey.
