CDU/CSU Group Urges Tighter Rules for Corona Recovery Fund and EU Budget

The CDU/CSU group, the largest national delegation in the European Parliament, is pressing for stricter rules and a potential veto right in the use of funds for the billions of euros from the corona recovery fund and the EU budget.

The group's chairman, Johan van Overtveldt, is currently in negotiations with the German EU ambassador Michael Clauss about the amount of the EU budget, scheduled for Wednesday. However, the CDU/CSU group is questioning van Overtveldt's demand for an increase in the total volume of the EU budget from the member states.

The CDU/CSU MEPs are surprised by this position, as they are urging van Overtveldt to strive for stricter rules for the use of the billions of euros from the corona recovery fund. The group is also critical of the parliament's negotiating tactics on the EU budget for the next seven years and the corona recovery fund.

The EU Commission under Ursula von der Leyen is responsible for proposals regarding the increase of the EU budget. The Commission's plans include issuing up to 70 billion euros in EU bonds in the second half of 2025 to finance the expanded 2028-2034 budget, which aims to rise by 40 percent to around two trillion euros. This reflects the Commission's shift toward acting like a government with increasing financial power over the member states.

Despite concerns over rising debt and financial risk, the member states except Hungary and Czech Republic have been largely silent in opposition, effectively allowing the Commission's plans to proceed.

The CDU/CSU group, however, considers a more generous summit decision for an increase in the EU budget as extremely unlikely and potentially causing significant delays. A new EU summit is necessary for an increase in the EU budget, according to the group.

The negotiation on the EU budget and the corona recovery fund is ongoing, with the CDU/CSU group advocating for stricter rules and a potential veto right in the use of funds. The group's goal is to ensure that the billions of euros are used effectively and efficiently to support the recovery from the coronavirus pandemic and to invest in the future of Europe.
