Examining the Detailed Maintenance Records, GPIAAF Guarantees Comprehensive Review
The tragic elevator accident in Lisbon's Gloria, which occurred on Wednesday and resulted in 16 deaths and several injuries, has prompted a thorough investigation. The preliminary report on the disaster is expected to be published within 45 days.
The elevator in question, a popular tourist attraction that connects Restauradores to Jardim de São Pedro de Alcântara, is approximately 265 meters long. It is managed by Carris.
Nelson Oliveira, the coordinator of the GPIAAF (General-Directorate for Industrial Safety and Accident Prevention), has confirmed that a comprehensive analysis will be made of all relevant documentation. This analysis will include the operation history, maintenance regime, supervision regime, external inspection, and maintenance records of the elevator.
In addition, the training of the people who carry out interventions and contracts for the provision of services with external providers to Carris will also be scrutinised.
The investigation will be conducted at the headquarters of the Judicial Police (PJ) in Lisbon, with the participation of Luís Neves, the national director of this police force, Francisco Corte Real, the director of the National Institute of Legal Medicine and Forensic Sciences (INMLCF), and Álvaro Almeida, the executive director of the National Health Service.
The investigation will also delve into the initial project, electrification, subsequent improvements, renovations, maintenance, and inspection history of the elevator.
A precautionary measure has already been taken, which is to stop the other elevators until an inspection is carried out by an independent entity. However, the independent entity responsible for inspecting the other elevators has not yet been explicitly named.
The GPIAAF has also stated that it will inform the competent authorities if it identifies any immediate risks during the investigation.
Carris has requested an external audit of the elevator accident, a request that is new to the coordinator of the GPIAAF. Nelson Oliveira has expressed his conviction that the Portuguese State will soon provide the GPIAAF with the means it needs, due to respect for the victims of the incident.
Nelson Oliveira has refused to commit to a final deadline for the completion of the investigation, but has promised a preliminary report within 45 days. He also mentioned that the admission of one or two investigators does not solve the situation immediately, as an investigator needs two years to be trained.
The Government has declared a national day of mourning, which is being observed today, in light of this unfortunate and tragic incident.
