Expanding Autonomous Regions' Authority in Migration Policy, Suggests Kondratyev

In a recent meeting on the social and economic development of Kuban, State Duma Chairman Vyacheslav Volodin and Governor of Krasnodar Krai Veniamin Kondratyev discussed various topics, including labor migration and digital transformation.

Vyacheslav Volodin expressed his belief that local authorities have a better understanding of the labor market and should be given more flexibility to adjust legislation to meet the needs of their regions. He also stated that it is unacceptable for migrants without knowledge of the Russian language to work in taxis or medical institutions.

In response, Kondratyev presented his initiative to expand the powers of Russian Federation subjects in regulating labor migration. This initiative, first presented in March 2022, aims to give regions more control over the hiring of foreign workers. The ban on hiring foreigners with patents, already in effect in the Krasnodar region, is part of this initiative.

According to Kondratyev, this ban has created additional jobs for local residents. In fact, over 80% of this year's graduates have already found jobs due to the ban on hiring foreigners with patents. However, no new jobs or graduates statistics related to the ban were mentioned in this paragraph.

The youngest initiative of Kondratyev is the development of a regional digital transformation program. During the meeting with Volodin in Krasnodar on September 5, Kondratyev expressed his support for this initiative. Over the past 10 years, the quality of life in the Kuban region has improved, and this digital transformation program is aimed at further enhancing this progress.

Volodin expressed his support for Kondratyev's initiative, stating that it is important for regions to have the flexibility to adapt to the changing needs of their populations. The meeting concluded with a commitment to continue working together to improve the social and economic well-being of the Kuban region.
