Federal Administration expands workforce by 350 new elite positions, thanks to GroKo
The German government has seen a significant increase in new positions across several federal ministries since 2018, with the Ministry of Economics leading the pack. According to a budget expert, Sven-Christian Kindler, the Ministry of Economics, under Peter Altmaier (CDU), has 42 new positions, each with a monthly basic salary exceeding 8,600 euros.
These new positions encompass management department roles and posts for officials dealing with structural change in coal regions or federal participation in companies due to the pandemic. However, Kindler raises concerns about the overall extent of these new appointments, describing it as "brazen."
Notably, open positions often went to applicants with Union or SPD party membership. Since 2018, Svenja Schulze served as a Federal Minister involved in research-related fields until 2021, specifically as Federal Minister for Environment, Nature Conservation and Nuclear Safety. No other explicitly named new appointees to the Ministry of Research are indicated in the search results.
For the Ministry of Finance, Christian Lindner was the Minister with Jörg Kukies becoming interim Minister in October 2024 after Lindner’s departure. No full new appointments since 2018 besides these transitions are mentioned in the search results.
The Ministry of the Interior, under Horst Seehofer (CSU), has 31 new positions. Many new top jobs are being created at the management level rather than the working level, according to Kindler. The Ministry of Finance is among the ministries with new top positions.
Kindler further states that when it comes to new, highly paid management posts, the parties CDU, CSU, and SPD are often generous, often to themselves. He suggests that this trend may contribute to the perceived brazenness of the extensive new appointments.
In total, the German grand coalition of Union and SPD has created 350 new top positions in federal ministries and subordinate authorities since 2018. This development raises questions about the government's approach to managing its workforce and the potential impact on public resources.
