Germany's Federal Ministry of Finance Announces 100% Renewable Energy Supply for State Buildings

The Federal Ministry of Finance (Bundesministerium der Finanzen) in Germany has announced that it will be organizing central procurement for the electricity supply of state buildings for the years 2026 to 2028. This move is aimed at ensuring a sustainable energy supply and more climate protection, as stated by State Secretary of Finance, Gisela Splett.

The tendered electricity will come exclusively from renewable sources, including hydro, wind, and photovoltaic energy. The tender for the electricity supply has been completed, and the concrete prices for the delivery years will be determined through a spot market-based price formation in fixed time periods.

For the first time, a balancing group management will be used for several tender lots. This measure is part of the Energy and Climate Protection Concept for State Properties 2030, allowing excess electricity from photovoltaic systems on state buildings to be used bilaterally within the state's own electricity consumption. This reduces external electricity purchases and increases the efficiency of the in-house use of state-owned photovoltaic systems.

The new balancing group management makes the state's own photovoltaic systems even more usable. In addition, double marketing of electricity is excluded in the tender. All deliveries are documented with origin certificates, ensuring transparency in the process.

Energy prices continue to orientate themselves on the spot market of the EEX electricity exchange. There are also transparent price surcharges for green electricity and balancing group management offered by the bidders.

In a nationwide comparison, Baden-Württemberg secured the most favorable electricity price for the delivery year 2025. State Secretary of Finance, Gisela Splett, expressed her pleasure about the most favorable electricity price for the state in the year 2025 in the federal comparison.

The Europe-wide tender for central electricity procurement covered around 448 gigawatt hours of electricity annually for around 3,900 delivery points. The generating plants for the tendered electricity must be no older than 20 years. This electricity coverage corresponds to the annual consumption of around 130,000 private households.

The electricity supply, beginning on January 1, 2026, will be 100% renewable energy, contributing significantly to Germany's efforts towards a sustainable and climate-friendly future.
