Foreign workers under patents in Yakutia are now barred by a new decree signed by its leader.

According to the Decree No. 220, the ban applies to businesses operating in the republic and engaged in the following activities: the development of construction projects, as well as the demolition and dismantling of buildings.
The All-Russian Classifier of Economic Activities lists these activities under codes 41.10 (Development of construction projects for residential and non-residential buildings) and 43.11 (Demolition or dismantling of buildings and structures).
Employers or contractors in the affected sectors are obliged to notify the territorial body of the federal executive authority in the sphere of internal affairs in the subject of the Russian Federation about the termination (dissolution) of the labor (civil-law) contract for the performance of works (provision of services) within a period not exceeding 3 working days from the date of termination (dissolution) of the corresponding contract. Non-compliance with this requirement is punishable by administrative liability.
It is important to note that the ban does not apply to foreign citizens who permanently or temporarily reside in the republic, citizens from Eurasian Economic Union countries, or citizens from countries that require visas.
Starting February 28, a three-month transition period is provided for employers to finalize their employment relationships with foreign citizens working in these sectors. Violations by employers or service providers of the restrictions imposed on foreign citizens and stateless persons will result in administrative liability.
