Government halts ongoing investment projects that have yet to initiate processes in Romania

The Romanian government has endorsed an emergency ordinance (OUG) to halt certain projects under the National Relaunch and Resilience Plan (PNRR) and national schemes, including the Anghel Saligny programme. This decision was announced on August 19.

According to the OUG, the suspension applies to projects with contracting procedures not yet started and projects with a completion rate of under 30%. The minister of investments and European projects, Dragos̆ Pîslaru, announced that within 15 days, a list of projects that will benefit from PNRR financing will be drawn up.

Currently, there are 6,055 contracts managed by the Ministry of Development, with 87% (5,282 contracts) already started. The remaining 773 contracts under the PNRR will not be financed as they have not begun investment, and no euros have been paid for construction.

For 1,383 projects worth RON 14 billion at Anghel Saligny, contracting procedures have not started yet, and there will be no possibility of new contracts. The financing contract for projects with a completion rate of less than 30% is suspended, not terminated.

However, projects with less than 30% physical progress could still receive PNRR funding if achievable by August 2026. Each ministry is required within 15 days to name the projects to be financed by the funds from the National Relaunch and Recovery Plan, either as grants or loans.

The development minister Cseke Attila stated that these investments are moving forward. He also mentioned that starting from 2026, each local administrative unit will know the amount of money allocated from the state budget for each investment under Anghel Saligny.

The government plans to establish a system in 2023 that will provide predictability for local administrative units regarding Anghel Saligny investments. At Anghel Saligny, the total program is RON 66 billion (EUR 13 billion), with 4,375 investment objectives worth RON 52 billion contracted.

As quoted by Hotnews.ro, the development minister also mentioned that the ministries will present the related costs and work schedules for these projects. The OUG now limits projects financed from Anghel Saligny, the National Local Development Program, and the National Construction Program.

This decision aims to ensure the efficient use of resources and to prioritise projects that are already making progress. The Romanian government is committed to transparency and will continue to update the public on the status of these projects.
