Lapu-Lapu City Government Implements Strict Cost-Cutting Measures
In a bid to promote efficiency and conserve resources, the Lapu-Lapu City Government has issued a directive to enforce strict cost-cutting measures. The memorandum, issued by Mayor Ma. Cynthia "Cindi" Chan on August 22, 2025, targets travel, overtime, events, and utility consumption.
Employees are encouraged to unplug appliances when not in use to promote energy efficiency. Additionally, offices are warned against organizing events under the pretense of "strategic planning" or "annual assessments." The memorandum sets new limits on travel, overtime, event spending, and energy consumption.
Government offices are restricted to sending only two personnel for conferences, training, and seminars. Meals and snacks during meetings, seminars, or training are to be minimized. The City Government is pushing for digital workflows to reduce paper consumption.
All departments are required to implement energy-saving measures. This includes turning off lights and appliances after work, minimizing appliance use during overtime, and promptly reporting maintenance issues such as leaking faucets, faulty lighting, and toilets. Busted or faulty lighting fixtures should be reported to the General Services Office for immediate replacement.
The memorandum also discourages the procurement of t-shirts for city events unless deemed necessary and calls for a reduction in the number and scale of socio-cultural activities. Any additional participants require approval from Mayor Chan and a written justification.
Employees are expected to relay what they learn from events to their colleagues. Offices are directed to limit overtime work and implement a compensatory time-off system for the first 16 hours worked. Each office was required to submit an energy conservation and reduction plan within five days of receiving the memo.
The search results do not provide the name of the mayor of Lapu-Lapu City who issued the memorandum. However, the directive is a clear indication of the City Government's commitment to efficient use of public resources. The measures are aimed at creating a more sustainable and economical work environment for the city's employees.
