In the city center of Hagen, on September 2nd, 2025, a 25-year-old man was stopped by the local police for riding an e-scooter without valid insurance. The incident unfolded when the man was traveling from Hindenburgstraße towards Gerberstraße.

According to police reports, officers noticed that the man had dilated pupils, a flushed facial hair, and appeared very nervous. When the man provocatively asked what would happen if he got back on the e-scooter and drove away from the police, the officers seized the vehicle.

The man admitted to consuming hashish two hours prior to the encounter with the police. Subsequently, a voluntary drug test came back positive for another substance. Consequently, the officers filed a complaint for driving under the influence of drugs and for violating the compulsory insurance law.

The man was reminded that he cannot operate the e-scooter in public without valid compulsory insurance. He believed he would receive the license plate from the e-scooter manufacturer before needing insurance, but this was not the case.

The man was prohibited from riding the e-scooter until the intoxicating substances had worn off. The 25-year-old was arrested and his name, along with further personal details, were not disclosed in the public sources available.
