Changes to Car Liability Insurance Classifications Affecting Over 720,000 Drivers in Hesse
Starting from 2026, around 720,000 drivers in eight registration districts of Hesse will see a shift to more expensive regional liability insurance classes. This change is based on current claims data provided by the General German Insurance Association (GDV), reflecting a higher frequency and cost of claims in these areas compared to others.
The cities of Cassel, Wiesbaden, Darmstadt, Wetzlar, Heppenheim, Hersfeld-Rotenburg, Rheingau-Taunus, and Waldeck-Frankenberg are among those affected by the new classifications. In contrast, the Schwalm-Eder and Vogelsberg districts may see a decrease in premiums due to better damage records, leading to lower regional classes.
Offenbach, with the worst claims record nationwide, closely followed by Berlin, will not see a change in its car liability insurance classification. Here, the highest regional class 12 will remain unchanged.
The increase in premiums is primarily due to more expensive claims paid out by insurers, particularly in North Rhine-Westphalia and Hesse. The reclassification of hundreds of thousands of drivers in Hesse is a result of these changes, with about one in four drivers moving to a less favorable regional class for liability insurance.
The new regional classes for car liability insurance in 2026 will make it more expensive for many drivers in Hesse. However, in the Schwalm-Eder and Vogelsberg districts, premiums may become cheaper due to fewer accidents.
