Key points to take note of in the Treaty of Aachen
In a significant move, Chancellor Angela Merkel and President Emmanuel Macron will sign a new Franco-German Treaty of Friendship today in Aachen. This treaty aims to strengthen the partnership between Germany and France, with a particular focus on Africa and the European Union.
The treaty outlines several key points. Both countries are committed to building an ever-closer partnership with Africa, with a focus on the private sector, vocational training, and empowering women. A yearly dialogue is planned to better coordinate and implement international development policy together.
Economic projects in the border region are set to become simpler, thanks to pragmatic regulations. Germany and France also aim to actively promote a unified position of the European Union in the important organs of the United Nations.
The armed forces of both countries will intensify their cooperation, including in joint deployments. The Franco-German Defense and Security Council will politically control these mutual commitments.
The treaty also emphasizes the importance of mobility and exchange programs between young people. Mobility and exchange programs between young people are anchored in the new Franco-German Treaty of Friendship. The Franco-German Youth Office, integrated cultural institutes, and a digital platform will further promote youth exchange.
To foster better connections, Germany and France will promote bilingualism in border areas and work on improving digital networks. More French should be learned in Germany, and more German in France, according to the treaty. Recognition of school leaving certificates should be facilitated, and there should be more Franco-German university courses.
The treaty also aims to coordinate Germany and France more closely before major European meetings. The goal is to achieve as many common positions and joint statements from ministers as possible. A joint "Council of Economic Experts" should drive the integration of both economies towards a "Franco-German economic area."
In joint projects, Germany and France will develop a joint approach to arms exports. Both countries are advocating for a reform of the United Nations Security Council and are committed to Germany's permanent membership.
The treaty emphasizes a sovereign, action- and performance-capable Europe that holds together. Germany and France will further develop Europe's military capabilities and cohesion according to the treaty.
A "Franco-German Future Forum" will bring together scientists and intellectuals from both countries in the future. This partnership is a significant step towards strengthening the relationship between Germany and France, and their collective role in shaping the future of Europe and Africa.
