Vietnam and Chinese Partners Discuss Infrastructure Development and Green Energy
Prime Minister Pham Minh Chinh held a series of meetings with Chinese leaders and corporate executives in Tianjin on August 31, 2025. The discussions focused on enhancing cooperation in various sectors, including infrastructure, energy, electric vehicles, and banking.
During the meetings, PM Chinh briefed Asian Infrastructure Investment Bank (AIIB) President Jin Liqun and his team on Vietnam's development priorities. He stressed the urgency of accelerating the Lao Cai-Ha Noi-Hai Phong railway project, which would link Vietnam with China, and expanding Vietnam's electricity grid connections with ASEAN countries.
PM Chinh identified the Cao Bang-Lang Son expressway and other roads linking Vietnam and China as priority projects for the AIIB's involvement. He also urged Huadian, a Chinese energy corporation, to continue supporting Vietnam's energy ecosystem and introduce innovative projects. Huadian has invested a cumulative US$ 2.8 billion in Vietnam.
Enhancing transport links with China was also a topic of discussion. PM Chinh called on the AIIB to focus resources on supporting two strategic projects: the Lao Cai-Ha Noi-Hai Phong railway and expanding Vietnam's electricity grid connections with ASEAN countries.
In another meeting, PM Chinh met with the leaders of China Design Group Co. Ltd., a global transport design company. He suggested joint ventures as a model for technology transfers to ensure quality and safe construction under Vietnam's challenging terrain and weather, while meeting tight project timelines.
PM Chinh also invited Yadea, a Chinese electric vehicle manufacturer, to study proposals for supporting the transition to electric transport for Vietnam's citizens. This could include offering vehicle exchange schemes or converting petrol-powered to electric vehicles.
To boost the private sector's involvement, PM Chinh urged the AIIB to continue financing key infrastructure projects and provide preferential loans with low interest rates and grace periods for Vietnam's companies. Jin Liqun agreed with the PM's proposals and pledged that the AIIB would continue to help Vietnam with major infrastructure projects, particularly in renewable energy and climate change response, through continued funding efforts.
Wang Jiazhong, Senior Vice President of Yadea Group Holdings Ltd., pledged to increase localisation, train Vietnamese personnel, and bring world-class core technologies to Vietnam. Peng Gangping, Chairman of China Huadian Engineering Co., Ltd., affirmed the company's long-term investment strategy in Vietnam.
PM Chinh expressed support for Yadea's green and sustainable development strategy, aligning with Vietnam's own priorities. He also pledged all possible support for Chinese enterprises, including the China Design Group Co. Ltd., to operate successfully within Vietnam's legal framework.
In a bid to strengthen ties, PM Chinh invited Jin to visit Vietnam in September 2025 for direct discussions with local partners. He also welcomed the group's cooperation with Vietnam's firms and its introduction of advanced technologies into the country's infrastructure projects.
The meetings marked a significant step forward in Vietnam's efforts to attract foreign investment for its infrastructure development and green energy transition. With the support of partners like the AIIB, Yadea, and China Design Group Co. Ltd., Vietnam is poised to accelerate its economic growth and improve the lives of its citizens.
