In the heart of Norfolk, a major upcoming casino project is taking shape. The Pamunkey Indian Tribe, in partnership with Boyd Gaming, is developing a $750 million resort that will feature a casino, hotel, and entertainment complex on the Elizabeth River near Harbor Park.
The project, which was revived with Boyd Gaming as the operational partner after a last-minute change approved by the Norfolk City Council in October 2024, will first introduce a temporary transitional casino called The Interim Gaming Hall. Scheduled to open in October 2025, this facility will serve as a stepping stone towards the grand opening of the permanent casino resort, expected in late 2027. The Interim Gaming Hall will offer 130 slot machines and food and beverage services, providing opportunities for employment and education in the gaming industry.
Meanwhile, Virginia's current casino landscape is vibrant and diverse.
