More than 15 million Filipino households report living in poverty in April 2025, according to the Social Weather Stations survey.
In a recent survey conducted by the Social Weather Stations (SWS) from April 11 to 15, it was revealed that self-rated poverty rose in all areas of the country except Balance Luzon, which had a slight decline. The percentage of self-rated poor families was at its highest in 2025, reaching 55%.
The survey found that the number of self-rated poor families gradually increased with each month in 2025. In April, 15.5 million Filipino families considered themselves poor, a figure that is significantly higher than the 12.3 million families who self-rated as poor at the start of the year.
The highest levels of self-rated poverty were observed in Mindanao at 70%, followed by the Visayas at 67%, Metro Manila at 45%, and Balance Luzon at 44%. Notably, those who did not consider themselves poor fell in Mindanao, from 27% to 16%, and in the Visayas, from 25% to 21%. However, those who did not consider themselves poor remained relatively unchanged in Metro Manila, at 45%.
The survey also showed a 1-point rise in Balance Luzon, with the percentage of self-rated poor families increasing from 43% to 44%. Meanwhile, 12% of families were borderline poor in April 2025, a figure that remained relatively unchanged since the start of the year.
The latest data from the Philippine Statistics Authority showed a slowing down inflation rate in March, and there were less jobless Filipinos in February. These economic indicators may offer some hope, but they do not fully explain the rise in self-rated poverty.
