New appointment in Odisha: Arvind Agrawal named as Secretary for Higher Education in the latest round of bureaucratic rearrangements

In a significant administrative reshuffle in Odisha, 2007 batch IAS officer Arvind Agrawal has been appointed as the Commissioner-cum-Secretary to the Higher Education department. Agrawal, who previously worked as the Director of Social Welfare, Women and Child Development department with additional charge of Managing Director, Mahila Vikash Samabaya Nigama, will also hold the additional charge of Director, Rural Development.

The position of Commissioner-cum-Secretary to the Higher Education department was vacated by Bishnupada Sethi, a 1995-batch IAS officer, who has been transferred from the Higher Education department. Prior to this appointment, Sethi served as the Commissioner-cum-Secretary to the Higher Education department in Odisha.

In a related development, Bishnupada Sethi has been appointed as Officer on Special Duty in the department of General Administration and Public Grievance. The person who took over the additional charge of Director of Rural Development in Odisha after Arvind Agrawal's transfer is yet to be explicitly mentioned.

Meanwhile, Vishal Kumar Dev, an IAS officer and Principal Secretary in the Finance department of Odisha, has been given the additional charge of Odisha Hydro Power Corporation Ltd Chairman. Previously, Dev was not mentioned to hold a position related to the Higher Education department in Odisha.

It is worth noting that a total of 16 IAS officers have been assigned key positions in the State Government of Rajasthan, but this reshuffle is specific to Odisha.

The administrative reshuffle comes after Rohit Pujari, Higher Education Minister, was previously removed from the state Cabinet. The additional charge of Mahila Vikash Samabaya Nigama Managing Director was previously held by Arvind Agrawal, and the additional charge of Odisha Hydro Power Corporation Ltd Chairman has been given to Vishal Kumar Dev.

This administrative reshuffle is expected to bring about significant changes in the Higher Education department of Odisha, with Agrawal's expertise in social welfare and rural development likely to impact policy decisions in these areas. The public is eagerly awaiting the implementation of these changes and the impact they will have on the state's education sector.
