North Korean leader Kim Jong-un declines South Korea's peace offering in his latest inter-Korean policy statement

In a series of high-level denouncements, North Korea has criticised the Lee Jae Myung administration's conciliatory inter-Korean policy, calling for a more drastic shift from the current hostile stance.

Kim Yo-jong, a key North Korean official, sharply criticised the essence of the Republic of Korea (ROK) government's "deceptive 'appeasement offensive'." She also denounced Seoul's olive-branch offer as "deceptive" and stated that the ROK cannot become North Korea's diplomatic counterpart.

The latest denunciatory statements from North Korea come ahead of the first summit between President Lee and US President Donald Trump. Kim Yo-jong's message includes the suspension of ROK-US military exercises as a key demand. The ongoing Ulchi Freedom Shield exercise between South Korea and the US was denounced by Kim Jong-un on the first day of the exercises, with him ordering a rapid nuclear buildup in response.

Kim Yo-jong met with key Foreign Ministry officials in North Korea to "convey and assign the head of state's foreign policy plan." The key question is whether the results of the Lee-Trump summit will show weakened dependence on the US and greater diplomatic autonomy vis-a-vis the US.

North Korea is likely aware of the structural constraints and dilemmas the Lee administration faces. Lim Eul-chul, a professor at Kyungnam University, states that North Korea is seeking to test the Lee administration's commitment to independence from the US.

Seoul swiftly rejected the charge of distorting and misrepresenting their sincere efforts. President Lee Jae Myung's office pledged to move beyond an era of hostility and confrontation.

The outcomes of the Lee-Trump summit are expected to have a significant impact on inter-Korean relations. The key challenge for the Lee administration will be to navigate these tensions while maintaining a peaceful and productive dialogue with North Korea.
