OLG Renews Agreement with Caesars for Management of Windsor Casino Operations

It's time to shift gears and talk gamblin'! Today, the Ontario Lottery and Gaming Corporation (OLG) announced they've chosen Caesars Entertainment Inc. to run their Windsor casino property, following a drawn-out selection process.

Mohegan and Bally’s — Also Rolling the Dice

The OLG started its hunt for a casino operator back in 2023, sending out a Request for Pre-Qualification (RFPQ), like they're playing a high-stakes poker game. Besides Caesars, Mohegan Gaming & Entertainment and Bally's Corporation were also in the running, trying their luck at the casino gaming table.

Caesars and its predecessors have been partnering with OLG to operate the Windsor casino (aka Caesars Windsor) since 1994, riding on an endless cycle of wins and losses on the casino floor.

Let the Coin Toss Begin

The OLG oversees casinos in the province, and while they run the show, third-party providers handle the nitty-gritty of daily gaming operations, ensuring they meet OLG's top-notch standards. As a bonus, OLG distributes a percentage of the casino's slot, table game, and sportsbook revenues to the hosting municipality, usually the city lucky enough to have a casino on their turf.

Where the Money's At

The revenue distribution breaks down as follows: 5.25% of the first $65 million, 3.0% on the next $135 million, 2.5% on the next $300 million, 0.5% on slot revenue above $500 million, and 4.0% (if applicable) of table game and sportsbook revenues.

Since 1994, OLG has given the City of Windsor CA$131 million.

Caesars' contract end date is fast approaching, but in July 2025, the OLG exercised its option to extend the current operating agreement with Caesars Entertainment Windsor for another seven months, with a 20-year agreement expected to kick off in early 2026.

The Long Game

Although the OLG keeps mum on the selection process, a senior industry source claims Caesars, Bally's, and Mohegan were throwing their hats into the ring.

"We couldn't be more ecstatic to be chosen as the service provider for the Windsor Casino by the OLG," said Tom Reeg, CEO of Caesars Entertainment. "We've got a rich history with Windsor and can't wait to continue dishing up outstanding guest service and experiences at the property."

The OLG demands that Caesars keeps its current casino staff employed for at least 18 months as part of the agreement.
