The German government has taken a significant step towards strengthening its military service and crisis management capabilities with the approval of a legislative package. The key element of this package is the establishment of a National Security Council (NSC), a new addition to the country's crisis management structure.

If approved by the Bundestag, the law is set to enter into force on 1 January 2026. According to Federal Chancellor Friedrich Merz, the proposed law brings Germany back on track towards a military service army.

The NSC will be chaired by the Federal Chancellor, with the chairman of the council decided by the government. The council will play a crucial role in the implementation of the proposed military service law, serving as a central instrument to convene in crisis situations, make quick decisions, and draw up strategies for various scenarios.

The military service itself remains voluntary in the proposed law. However, the law also includes provisions for mandatory military service, suspended in 2011, to be reintroduced by the Bundestag with an ordinary majority, as it is enshrined in the Basic Law. This means that in case the number of volunteers is insufficient, conscription could be reintroduced.

Defense Minister Boris Pistorius referred to the draft law for introducing a new military service model as a "huge step forward." He also expressed a positive opinion about the proposed law, which he believes is a good decision.

In relation to the proposed law, Merz has mentioned the threat posed by Russia. He stated that the proposed law is necessary to ensure Germany's national security in the face of such threats.

The German Cabinet has also decided to implement mandatory registration and medical examinations of young men for military service as part of the legislative package. This decision is a significant move towards the reintroduction of conscription and strengthening Germany's military capabilities.
