PayPal Issues Persist in Belarus, Potentially Extending Through October
PayPal is currently experiencing problems with electronic payment services in Belarus, causing issues for some users attempting to make payments or purchases using cards linked to their PayPal accounts. This issue was first reported by Belarusian users last week.
One of the affected organisations is "Charter-97", a prominent Belarusian news and human rights organisation. The organisation can be followed on various social media platforms, including Facebook, OK.ru, Instagram, YouTube, Telegram, Vkontakte, and X.com. It also has an RSS feed for those who prefer to stay updated through their feed readers.
However, the problem extends beyond just PayPal. The bank name, SWIFT, account holder name, IBAN, and address for donations to "Charter-97" are currently not available. The payment purpose for donations is also not provided.
In light of these issues, PayPal recommends alternative payment methods to continue transactions in Belarus during this temporary period. These include direct PayPal payments, direct debit (using bank account IBAN & BIC), credit card payments via PayPal, and purchase on invoice, which does not require a PayPal account for each method except the direct PayPal account payment.
PayPal's technical department is currently considering the issue, and PayPal recommends trying again if users encounter problems with international payment system cards, such as Mastercard (as reported by Technobank).
Despite these issues, not all banks in Belarus are affected. Payments through Technobank and BSB Bank were processed without problems. Until the issue is resolved, users are advised to use alternative payment methods to support "Charter-97" and other organisations.
The expected resolution date for the issue is October 6, 2025. For the latest updates, users can follow "Charter-97" on their social media platforms or subscribe to their RSS feed.
