The United States government is at the centre of a controversial reconstruction plan for the Gaza Strip, known as the Gaza Reconstitution, Economic Acceleration and Transformation Trust (GREAT Trust). This plan, developed by the U.S.-supported Gaza Humanitarian Foundation (GHF), aims to transform the Palestinian enclave, with potential population relocation and U.S. administration of Gaza for at least ten years.

The GREAT Trust plan has been in the works by a team that was previously employed at the Boston Consulting Group. However, it's important to note that BCG stated that the work on the trust plan was not explicitly approved by the White House.

The plan's title, GREAT Trust, and its details have been circulating within the Trump administration since March, when the White House rejected a plan by Arab states for the reconstruction of the Gaza Strip after the end of the war. The White House declined to comment on the GREAT Trust plan when questioned by a newspaper.

The plan envisions at least a temporary resettlement of over two million inhabitants of Gaza. Each Palestinian who decides to leave Gaza would receive a $5,000 cash payment and subsidies for four years of rent abroad and one year of food.

The landowners in Gaza would be offered a digital token in exchange for the right to redevelop their property. Two senior partners who led the financial modeling for the GREAT Trust were subsequently dismissed, but the reasons for their dismissal are not clear.

Netanyahu has praised Trump's idea for the Gaza Strip, referring to it as the "Riviera of the East." However, the plan has sparked outrage, particularly among Arab and European states.

Talks are scheduled in Washington on the war in the Gaza Strip, with a focus on the plan for the aftermath. The news article was published on August 27, 2025, under the title "Talks are scheduled in Washington on Wednesday to discuss the war in the Gaza Strip. In particular, the plan for 'afterwards' is to be addressed."

As the discussions unfold, more details about the GREAT Trust plan may come to light, shedding further light on the future of the Gaza Strip.
