Ingolstadt SPD Proposes Spontaneous Aid and Early Warning Systems to Enhance Disaster Preparedness
In the aftermath of the devastating floods that hit southern Germany in 2024, causing estimated material damages of over 4.1 billion euros and loss of lives, the SPD faction in the Ingolstadt city council has proposed a new initiative to improve the city's preparedness for similar disasters.
Councilor Quirin Witty (SPD) has put forward a plan to establish spontaneous aid in Ingolstadt, modelled after the city of Plauen, in cooperation with other aid organizations. The SPD believes that spontaneous aid can be beneficial for disaster management, providing insurance coverage for helpers during their activities, and offering support to both the population and rescue services.
The SPD's proposal also includes the implementation of modern early warning systems, including a heavy rain early warning system. Dr. Anton Böhm emphasizes the importance of informing the population and deployment forces as early and accurately as possible about disaster events. Technical aids, such as a combination of sensor technology, databases, and artificial intelligence, can optimize alarming, warning, and deployment planning, providing significant time advantages.
This proposal is part of a broader effort to improve the city's preparedness for similar disasters. The city of Augsburg in Bavaria has plans in 2024 to establish a concept for spontaneous assistance and to use state-of-the-art early warning systems, such as a heavy rain early warning system, involving 20 surrounding municipalities as part of Region 10. Such concepts are already being implemented by neighbouring municipalities that were affected by the 2024 flooding.
The request is made to technologically support the population and rescue services in Ingolstadt, in light of the willingness of Ingolstadt residents to help during the 2024 flooding, without prior knowledge of rescue organizations. The concept for spontaneous aid and the use of early warning systems are intended to improve the city's preparedness for similar disasters, supporting the population and rescue services as best as possible.
The SPD faction in the Ingolstadt city council is also requesting the creation and implementation of a concept for spontaneous aid, with the aim of improving coordination and optimizing the use of social willingness to help during disasters.
