Proposal Enacted for a Directive on Commission Regarding
The Elisabeth Selbert Initiative (ESI), managed by the Institute for Foreign Cultural Relations (ifa), offers a crucial lifeline for human rights defenders (HRDs) who find themselves under threat due to their peaceful advocacy for human rights. Launched by the Federal Foreign Office in response to the global danger faced by HRDs, the ESI aims to protect those defined by the UN resolution on human rights defenders (A/RES/53/144).
The ESI provides a protective stay for HRDs in immediate danger, either in Germany or another safe country, for a maximum period of six months. This program offers financial support to help cover living expenses, allowing HRDs to continue their vital work safely.
While the exact amount of funding and the specific guidelines for its use are not publicly available, the ESI does provide a funding concept and guidelines for the duration of funding, which can be found on the ifa's website. There are no restrictions on the type or form of funding, and certain measures are not excluded from funding.
The application process for the ESI is straightforward. Interested HRDs can submit their applications to [email protected]. It's worth noting that state actors are not eligible to receive funding from the ESI.
HRDs who are targeted due to their peaceful work for human rights, such as being subject to smear campaigns, arbitrary detention, abduction, or murder, are eligible for the ESI. The initiative serves as a safe haven for these individuals, offering them the opportunity to continue their important work without fear for their safety.
In Program Line 1, the ESI offers a protective stay in Germany, while Program Line 2 provides a stay in another safe country. The ESI was launched to ensure that HRDs have a place to turn to when they are in need, offering a beacon of hope in a world where their work can be dangerous and life-threatening.
