Proposal Introduced for a Directive on Commission Regulations
In the global race for scientific and technological advancement, Germany recognizes the need for improvement in its research systems. This pursuit is not merely about scientific and technological know-how, but also about reflection and judgment.
The Konrad Adenauer Foundation, a renowned German political organisation, plays a significant role in this endeavour. It collaborates with various external experts and scientific institutions, including recognised universities and research centres, to develop concepts for the advancement of science, research, and technology.
The Foundation's interests extend beyond just academic excellence. It is particularly concerned with the connection between science and politics, and has established a "Science Network" of renowned personalities to develop positions on science, research, higher education, and innovation policy.
One of the Foundation's key initiatives is the support of outstanding doctoral candidates through its doctoral scholarship program. Since 1969, this program has been preparing these candidates for leadership positions. In 2015, the Foundation expanded this support to habilitands, following a decision by the Budget Committee of the German Bundestag in 2013.
The Foundation also offers scholarships for postdoctoral research to support outstanding and politically active young academics.
In addition, the Konrad Adenauer Foundation is examining scientific policy advice in Germany and developing proposals for its further development.
Science and research are essential for the functioning of modern societies. They contribute to solving human problems in areas such as health, nutrition, resources, and the environment. Upcoming challenges like climate change, the energy transition, or species extinction cannot be mastered without science. However, unchecked technological progress can throw society and the environment off balance.
The COVID-19 crisis has further underscored the importance of good research. The German federal government is supporting universities and non-university research institutions through the "Excellence Strategy" and other funding instruments to create framework conditions for high-quality research.
Yet, the question remains: what should be funded and where should research priorities lie? Science and research require funding, and making informed decisions in this regard is crucial. Research reveals natural laws and mechanisms, from the smallest molecule to the infinity of the universe.
In resource-scarce countries, scientific and technological know-how is the most important productivity factor. In this context, the work of the Konrad Adenauer Foundation takes on even greater significance. By supporting outstanding academics and developing concepts for the advancement of science, research, and technology, the Foundation is helping to ensure that Germany remains at the forefront of global scientific progress.
