Public service is evolving towards a more equitable, compassionate, and eco-friendly state, according to Christian Pegel.

In a bid to strengthen the public administration and make it more attractive to potential employees, the state government of Mecklenburg-Vorpommern has presented reform ideas for the State Civil Service Act and the State Disciplinary Law to the cabinet.

The reform, which is part of the state government's strategy, aims to modernise administration, facilitate personnel recruitment, and increase flexibility in the deployment of civil servants.

Career suitability can be obtained in certain areas through a suitable degree and practical training during the trial period. This approach ensures that civil servants are well-equipped to handle their roles effectively.

Personnel selection will be modernised with the legal allowance of aptitude diagnostic instruments, such as structured interviews or assessment centres. This move is expected to improve the quality of personnel selection, ensuring that only the most qualified individuals are hired.

Discrimination has no place in the administration, and every person has the right to be evaluated solely on the basis of their qualifications, abilities, and professional performance. Personal characteristics such as gender, ethnic origin, or sexual identity have no influence on service evaluations.

The reform also seeks to improve the protection of female officials in special life situations. The advance regulation on maternity leave and parental leave provides more protection for affected female officials in the event of miscarriages.

Reliability testing will also be applied for transfers and reinstatements in the career of the police service and special assignments of the justice service. This is aimed at maintaining the integrity and effectiveness of these services.

The regular retirement age in the fire service will be reduced for members performing 24-hour shifts, treating them similarly to deployment forces with heavy shift burdens. This move is intended to recognise the unique challenges faced by these individuals.

New paths have been opened for access to the civil service, including a new experimental clause for the technical service career. This initiative is expected to attract a diverse range of talents to the public service.

Civil servants in Mecklenburg-Vorpommern will have the choice of their health insurance, with the introduction of a flat-rate subsidy. The flat-rate subsidy will allow civil servants to choose a self-chosen comprehensive health insurance, with employer contributions. This move is expected to improve the health and wellbeing of civil servants by giving them more control over their health care options.

The state government is specifically advancing the state disciplinary law, introducing regulations on maternity leave and parental leave. A new regulation in the state disciplinary law ensures that disciplinary proceedings do not automatically end when a temporary employment relationship expires.

Minister Christian Pegel presented these reform ideas to the cabinet, emphasising the need for a public service that is fair, caring, and future-oriented. The goal is a public service that values diversity, promotes equality, and is committed to the wellbeing of its employees.

The reform of the state civil service law is a significant step towards achieving this goal. Clear legal foundations are being established for central personnel decisions, following the guidelines of the Federal Administrative Court. These reforms are expected to make the public service more efficient, effective, and appealing to potential employees.
