The Spanish Ministry of Energy has announced a new regulatory decree aimed at strengthening the electrical system. This decree has been positively evaluated by the photovoltaic organization UNEF.

The decree includes several measures designed to accelerate the commissioning of renewable energy installations in process. These measures are expected to favor the development of competitive photovoltaic energy projects.

One of the key focuses of the decree is the development of energy storage. Special emphasis has been given to this area, with the implementation of provisions for provisional exploitation authorization for tests in cases where the start-up of the installation depends on a shared evacuation infrastructure.

The decree also promotes industrialization in the electrical system. To facilitate this, the implementation of the expiration of access and connection permits for demand to five years has been mandated, and these permits are required to be linked to a specific activity.

The decree furthermore includes measures for the rationalization of the commissioning of renewable installations. These measures are intended to give greater robustness and flexibility to the electrical system.

The development of hybrid storage has also been boosted, with the elimination of regulatory barriers to its development. UNEF has praised this move, with its director general, José Donoso, commenting that the regulation will allow for the development of storage and the promotion of industrialization.

The decree also involves regulators in the control of the electrical system, with CNMC being mandated to monitor voltage control. Red Eléctrica is referred to make regulatory proposals.

The new decree also aims to favor energy self-consumption and its storage. These initiatives are expected to contribute to giving greater robustness to the electrical system.

The decree further adapts penalties for the breach of reactive power obligations. Additionally, it promotes the involvement of regulators in the control of the system and the development of new regulatory proposals.

Overall, the new Government decree is expected to have a significant positive impact on the development and strengthening of the Spanish electrical system, with a focus on cheaper, safer, more competitive, and cleaner electricity.
