Rock 'n' Roll Makes Debut: First Hotel in UAE's Ras Al Khaimah by Hard Rock

The UAE is witnessing a significant shift in its tourism landscape, with the emergence of casino gaming as a potential attraction. This evolution is spearheaded by the General Commercial Gaming Regulatory Authority (GCGRA), established in September 2023, which governs commercial gaming activities.

In this context, db Group's first venture of this scale outside Malta is the Hard Rock International development in Ras Al Khaimah. This mixed-use property, located in the coastal district of the emirate, will combine accommodation, residential living, and leisure amenities, including 300 hotel rooms and 395 branded residences.

The project, a collaboration between db Group and RAK Hospitality Holding, will also feature dining options such as waterfront restaurants and a rooftop bar. Moreover, it will boast a wellness center, spa, fitness facilities, multiple swimming pools, a beach club, and dedicated event and conference spaces.

The Hard Rock development in Ras Al Khaimah reflects broader shifts in Middle Eastern tourism strategy, where partnerships between international brands and regional stakeholders are driving diversification. Todd Hricko, Vice President and Head of Global Hotel Development at Hard Rock International, considers the project as part of a strategic expansion plan into regions that combine cultural heritage with future growth opportunities.

While speculation persists about the potential integration of casino gaming in projects of this scale in the UAE, the current plans for the Hard Rock development do not include such facilities. However, the regulatory environment is evolving rapidly, and the GCGRA's establishment and licensing framework suggest that the Hard Rock project could operate legally once it secures the appropriate licenses and complies with strict Anti-Money Laundering (AML) and responsible gaming obligations.

Ras Al Khaimah's growth trajectory involves combining its natural assets with large-scale hospitality projects, investments in road networks, entertainment facilities, and cultural attractions.
