Romania Launches Bidding Process for Bird Species Surveillance Under European Union Guidelines
Romania has announced a tender for consultancy services related to a four-year bird monitoring and management program, which will run from 2025 to 2029. This initiative is part of a broader financing agreement signed in May, securing a total budget of approximately RON 48.4 million (€9.6 million).
The program, financed primarily through EU funds under the 2021-2027 Sustainable Development Program, aims to track approximately 270 bird species nationwide. The data collected will help Romania avoid costly infringement proceedings from the European Commission and support sustainable planning in infrastructure, agriculture, energy, and tourism.
The tender, open to eligible bidders, will select the winning bidder based on the best price-quality ratio in an open electronic tender. The deadline for submitting offers is September 23. The contract is valued at approximately RON 36.5 million (€7.2 million), excluding VAT.
The program will strengthen Romania's existing bird monitoring and management system. It will focus on bird species found in more than 600 Natura 2000 sites, a network of protected areas established under the EU's Habitats Directive.
As an EU member state, Romania is required to report every six years on the conservation status of bird species of community interest. The person responsible for overseeing and managing the bird protection system in Romania from 2025 to 2029 is typically appointed by the Romanian environmental authorities and is obligated to comply with the European Union's Birds Directive.
The project involves fieldwork, data collection, analysis, and the preparation of national reports to Brussels. The data collected from this program will provide valuable insights into the health and conservation status of bird species in Romania, contributing to their protection and sustainable management.
