Romania's Social Democrats generally endorse the second round of reforms, advocating for additional economic stimulus measures.
The Social Democratic Party (PSD) in Romania has expressed its opposition to a draft emergency ordinance that aims to suspend funding from the National Relaunch and Resilience Plan (PNRR) and the public investment scheme Anghel Saligny. The party claims that the ordinance is not based on a consensus between the governing parties and did not receive the approval of the PSD ministers.
The Emergency Ordinance, initiated by the Ministry of Investments and European Projects (MIPE), was designed to address systemic, imminent, and exceptionally serious fiscal risks. It particularly targets infrastructure projects financed through the PNRR and Anghel Saligny, with the aim of mitigating the fiscal risk generated by overcontracting of these projects.
However, the PSD, led by interim president Sorin Grindeanu, is against the draft ordinance. Grindeanu has emphasised the need for a second package of reforms that includes economic stimuli, but has not specified any particular measures. There is no information available about specific economic stimulus measures planned by Grindeanu in the second reform package.
In response to the government's idea of evaluating each project, Grindeanu has stated that this is technically impossible. The PSD's experts will attend coalition meetings, but Grindeanu himself will not return until details are addressed.
The PSD continues to insist on allocating more funds for local administration investment projects. This stance largely aligns with the reforms proposed by Prime Minister Ilie Bolojan, although the party has not agreed with the draft emergency ordinance.
The Emergency Ordinance is currently under public debate, with the PSD voicing its opposition and urging for a more collaborative approach in addressing fiscal risks and promoting economic growth.
