Russia insists on including discussions about Ukraine's security guarantees

In the ongoing conflict in Ukraine, both Ukrainian forces and civilians are facing significant challenges. On one hand, Ukrainian forces are engaged in heavy defensive battles against superior Russian forces, as reported by Ukraine's commander-in-chief Oleksandr Syrsky. On the other hand, civilians continue to bear the brunt of the violence, with at least 14 people, including three children, wounded in Russian aerial attacks on the northeastern town of Okhtyrka in the Sumy region, according to the governor of the Sumy region.

Sadly, the conflict has claimed the lives of many and forced millions to flee their homes. Six civilians were killed by Russian attacks across eastern and southern Ukraine, while one person died in Russia's western Bryansk region as a result of a Ukrainian drone strike. In eastern Ukraine, Russian forces claimed fresh advances on the ground, and Ukrainian officials reported more deaths from Russian attacks.

Diplomatic efforts to resolve the conflict are ongoing. US President Donald Trump brought Zelensky and European leaders to the White House for discussions on Ukraine. Trump earlier stated that European nations are willing to put people on the ground to secure any settlement in Ukraine. On Tuesday, US Joint Chiefs of Staff Chairman Dan Caine held talks with European military chiefs on potential options for a Ukraine peace deal.

NATO military chiefs also held a virtual summit on security guarantees for Ukraine. The priority of NATO is a just, credible, and durable peace in Ukraine. The United States under President Trump made the proposal and showed willingness to provide western security guarantees for Ukraine, including intelligence, battlefield monitoring, and participation in a European-led air defense shield, as communicated to European leaders.

However, progress in diplomatic efforts has been slow. No confirmation has been made by Russia regarding a meeting between Putin and Zelensky, as suggested by Trump. Russia's Foreign Minister Sergei Lavrov stated that discussing security guarantees without Russia is a utopia. Lavrov also cast doubt on an imminent meeting between Putin and Zelensky, stating that it must be prepared meticulously to avoid a deterioration of the situation surrounding the conflict.

The Budapest Memorandum, signed by Russia in 1994, aimed at ensuring security for Ukraine, Belarus, and Kazakhstan, has been violated by Russia. Russia violated the Budapest Memorandum by taking Crimea in 2014 and starting a full-scale offensive in 2022. Zelensky stated that these latest strikes show the need to put pressure on Moscow, including through sanctions.

In a recent development, Russia has captured the villages of Sukhetske and Pankivka in the Donetsk region. The conflict in Ukraine continues to be a source of concern for the international community, and efforts to find a peaceful resolution are ongoing.
