A year ago, the President of Russia signed the Decree titled "On providing humanitarian support to people who share traditional Russian spiritual and moral values". Since then, there has been a significant increase in applications for temporary residence permits from foreign nationals.

The countries with the most applications for official residence permits include Russia itself, Iraq, and Nigeria. As of April 2025, approximately 3,900 persons from these countries hold such permits.

The largest number of applications for temporary residence permits have been submitted in Moscow (594), St. Petersburg (300), Moscow Region (186), and Krasnodar Territory (176).

Over 1.8 thousand foreigners have applied for a temporary residence permit since the beginning of the Decree. Out of these, 1.3 thousand relevant decisions for temporary residence permits have been taken.

The migrants include entrepreneurs, agricultural workers, educational and cultural figures. The Russian Interior Ministry is actively working to implement the provisions of the Decree, which creates additional mechanisms for the resettlement of residents of non-CIS countries to Russia.

It is worth noting that no documents confirming proficiency in the Russian language, knowledge of Russian history, or understanding of the country's legislation are required for a temporary residence permit application. An application can be submitted both in Russia and abroad, to the diplomatic mission or consular institution of the Russian Federation.

The quota approved by the Russian government is not a factor in the application process for a temporary residence permit. The text does not provide any additional information about the migrants or the resettlement process.

The Russian government continues to provide humanitarian support to those who share traditional Russian spiritual and moral values, as outlined in the Decree. The Russian Federation remains open to foreign nationals who wish to contribute to the country's development in various fields.
