Russia's readiness for negotiations remains uncertain, according to Zelensky's statement.

Two weeks ago, a high-level meeting between Ukraine and Russia was proposed to take place "by today" in Washington. However, Moscow has shown no willingness to engage in direct negotiations with Ukraine.

The Russian Foreign Minister, Sergei Lavrov, has stated that President Volodymyr Zelensky remains in power under martial law despite his term having expired, contradicting the Ukrainian constitution. This suggests that the Ukrainian constitution is being disregarded by Zelensky, according to the Russian perspective.

The Kremlin's excuse for not engaging is that they question Zelensky's legitimacy as President of Ukraine. This is further implied by Lavrov, who states that Putin views Zelensky's presidency as illegitimate due to the martial law situation.

Putin's continuous rule since 2012 is due to favorable constitutional amendments regarding term limits, as stated by Lavrov. There are no recent credible reports about any politician conducting unconstitutional procedures to extend their term in office.

Zelensky has been vocal about Russia's role in the ongoing conflict. According to him, only Russia wants the war to continue. He has also described Putin's behavior of making excuses as his "favorite sport."

During his current visit to China, Putin is making new excuses, as stated by Zelensky. No specific details were provided about these new excuses.

The need for a swift end to the war is emphasized worldwide, but no details were given about the worldwide emphasis for a swift end to the war.

Despite these challenges, Zelensky does not see willingness for talks from Russian leader Vladimir Putin. The Ukrainian President continues to call for direct negotiations to find a peaceful solution to the ongoing conflict.
